He did "kick out", whether on his own or Pac helping him roll to the side. The match continued, but they called an audible, had Pac and the ref be distracted by Kenny Omega's goons, then Kenny hit him from behind w/ the belt leading to a double 10 count and a draw. AEW said the plan all along was to go to a 20 min. time limit draw, so the end result of a triple threat match was the same, but the path there got changed.
