It's not that good. It seems not to reduce cat populations. As cats creat colonies it just bring more cats to the area because of bad owners. Now if only we could spay and neuter them

The best solution is unfortunately eradication. The problem with cats is they are one of the world's cutest invasive species. People love cats. I love cats. The only way to get a cat is to aquire a kitten. The only way to acquire kittens are from pregnant cats or making a pact with the dark one. Because cats don't go through breeders (normally special high end cats with cupholders are available the the dark ones Etsy page) alot of people's first experience with cats are through unwanted kittens. So kids tend to get cats that are not fixed. I mean its rental car logic why trick out something your not gonna keep. So the kid gets board or the cat gets emotionally needy and now it's an outdoor cat. Oops cat is preggers so you find someone else who would be willing to trade brief happiness for a fuzzy friend(just like herpes). It creates a cycle and since smaller mammals tend to breed fast cast will have multiple litters a year(,like the dugers) it creates more kittens than owners and probably half of all owners ignore their cat or dump the cat.

Even if you got all the cats in Chicago spayed eventually cats will get dumped by bad parents and the cycle will start again. Unfortunately that make cat culling(not whistling) a temp measure that will not last as long as bad owners exist
