These people paid a fee to get them and were responsible for food and medical care. Shelters were also provided for them. They were all wild, rescued cats that had been vaccinated, spayed or neutered. Not candidates for indoor family life. So instead of killing them, they set them up to do their own thing and have someone responsible for giving them some level of care.
