This would be the reason he takes over for Cecil. Why allow a moral grey area when you can just enforce your own morality? He had no issues stealing the DNA of a teammate and cloning them, or literally springing villains from confinement because for him it was the right thing to do.
What if he seems a bunch of weird cyborgs being made by Cecil and feels that he, as Robot, knows he should control them. It is the right thing to do.
As for if he is good, I think he has the best intentions for humanity. Where that takes him though I don't know.
