St. Louis's party dress is already limited. It's not currently available in any shop. Additionally, she has had a skin removed before. Her New Year's kimono skin is permanently available on JP and EN, but was removed from CN. Why her default skin wasn't flagged for censorship in April I don't know, but it does show just how arbitrary the censorship is. The best guess we have is that the CCP only reviews the skins and ships that get reported, and that no one has reported St. Louis's default skin yet.

Officially, the only reason given for the removals and edits of skins and ships is due to "relevant policies". Reasons like "exposed cleavage" are ultimately guesses based on patterns observed. Exposed cleavage is about the only commonality among the ships that were in the April censorship wave, which is why it's assumed to be the reason. This isn't helped by the fact that several previous censored versions of skins have a tendency to cover up exposed cleavage. It's not the only thing that gets censored, just one of the most noticeable.

Edit: I forgot to mention, but there's also speculation that the last censorship wave for CN is part of a flamewar between Arknights and Azur Lane fandoms in China.
