Hunters are not frogs. The amphibious hunters from 3 are, probably, especially given their redesign. Hunters are reptiles, as they have claws and scales which are not adaptations frogs share.

Hunters also likely aren't accidents like zombies, giant snakes/spiders, or experiments like the shark/plant, but some end product engineered creature. The research documents from one of the scientists talks about hair-less apes that they would feed carcasses to, and they rip the food apart with their claws, but that early in the game you don't know what the hair-less apes are so it just sounds disturbing.
