Police should not simply be trusted to be good people, because far too many of them are angry and corrupt. Let's say these angry corrupt people are not suppose to kill individuals but have a high chance of making mistakes which will lead to an individual's death. The angrier they get the higher the chance they will make mistakes. So to avoid being killed that individual should avoid making them any angrier. This goal can be met by complying with them.
