I do give him credit for this just to be clear you shouldnt its not like other leaders would have insisted that clinical testing be slowed down or that companies take their time and wait to produce as much vaccine as possible hell a lot of companies refused any government help because they knew they could deliver and didnt want his administration fucking things up at any time during his presidency or afterward he could have said simply and directly to his supporters to get the vaccine.
