I equipped the heat-resistant boots for +15 speed on everyone which may have been the difference. I was hesitant to use them because the low defense but I didn't get hit enough to matter much. Once I got him under 20k I popped one of those 200 CP capsules and hit Sakura Morning Moon on a critical turn for victory.
