No, it's a marketing gimmick 95% of the time, and if you're in an environment that need them, you'll already know what/where to shop for, and you can already presume they're noise-canceling.
As someone that's done a lot of research into noise cancelling technology going as far as designing a circuit with noise cancelling specialized processors

The published papers on noise cancelation state that it's the shape of the headset more than the inverted sound waves that do the cancelling. It wasn't until recently that inverted sound waves actually did anything since algorithms have been getting better with machine learning, predicting future sound waves in real time in order to get that perfect timing.

The shape of the headset in combination with a good fit on the user's head with a soft muffling material does mute outside noises very well. So you're right and wrong.
