TopicWhen it comes to armour penetration is it basically just joules vs. thickness?

If you're talking about mech based warfare specifically then I think it'll come down to a balancing act of weight and fuel.

Any sufficient projectile, given enough energy and velocity, can pretty much obliterate any sort of metal armor.

But then you have to take into account how much fuel/energy it requires and the weight of said fuel while still being able to efficiently move as a mech.

Conversely, you could say the same for armor, where you can make it as thick as you can get to resist any oncoming damage but then you lose mobility and speed that a mech would afford over just a regular tank.

Or you could just use some pseudo-science magic like Mass Effect and call it a day.
