But surely we can agree that there are plenty of situations where a police officer is less helpful than, say, a mental health expert. Simply throwing people in jail doesn't fix the societal conditions that caused the crime in the first place. Tell that to the case worker in Seattle who was stabbed to death outside her office by one of her clients.
