Standard and preferred worlds sometimes don't accept new characters - it depends on how many people are currently connected. For future reference, if you want to make a character on a popular (but not congested) server, try doing it either early in the day or late at night. Attempting to make a character anywhere between after school hours to whenever most people go to bed it going to be a crapshoot, but if you can stay up (or wake up) at like, 2 in the morning you should encounter no issues.
