Theres an npc in Vector (before the Magitech Research Facility) who gives you a small peek into Kefkas background. Kefka was the Empires first attempt to infuse magitech power directly into a human. Basically, he was the prototype for the process they used on Celes. But something went wrong, and Kefka went insane.
