As soon as you empty your ATB bar you should be switching to another character and emptying their bar. It feels like there's about 5-10 seconds before the enemies start targeting your new character after you switch so you can usually dump some skills and then switch to the next char. Hmm it's been 9 months since I played this, but this doesn't sound right. My memory says the ATB meter goes up really slowly if it's not your active character, right?
