People have already mentioned the reasons, but he's a more concise summary.

Unlike most anime and manga, one is not adapted from the other. Toei animation and Toyotaro are both given some character designs and an outline of the major plot points from Toriyama, then they independently fill it out. For this reason, they're actually quite different from each other.

The anime moved more quickly, so the comparable material actually came out in the anime first. When the the Tournament of Power was finished, they decided to take a break and make a movie instead. That's why it concluded, and it's also why the Broly movie was so well animated. They had the whole team working on it and had a good budget.

The manga finished the ToP arc after the movie was out. Toriyama decided on a new new arc, but this time Toyotaro has more creative freedom. They were working together, so Toriyama can guide him better and hand over the reigns a little more. They've finally finished the arc after Broly, and the next one has started.

The super anime has been heavily teased to return at some point. For whatever reason, Toei hasn't dived into the project yet. Perhaps they're waiting for more material to adapt. It's easier to adapt material than to create it.
