I love the show but my main problem is, how come there's never any authority around when Cobra Kai decides it want's to do an all out brawl?

Spoilers:

In the season 2 finale, you're telling me a school that big only had 1 security guard? I know that older Cobra Kai was interviewing for the job and even helped the Cobra's in that fight a little but come on.

Also, Tory doesn't make sense. Season 3 spoiler-ish:
in the season 3, Tory is on probation, but decides that it's a good idea to go tresspass on someone's property, beat up the residents and cause property damage. Because that's a smart idea being on probation.
