Oh yes. To deny is straight up lying. Asking him out? Still unlikely. Shaking their goodies to get his attention so he will ask them out? Yes again. Guy can be a mix of Goofy and Bambi on ice on the inside; plenty of women will still overlook his awkwardness for big muscles on the outside. Keep him around long term? Maybe not, but they're more likely to let his foot in the door is the point. Guys with plain or pugly faces have known this for decades; getting pumped DID improve their odds of being accepted. You do not need a team of scientific experts to tell you that a guy with a noticeably muscular physique has considerably better luck attracting women than dough boys. Swooning over a fit body is not a gendered phenomena.
