Depends on the surgeon, but yes, you do get a say in size. Most surgeons results range in the 5-8 inch range, with 1 - 1.5 inch diameter. It also depends on the goal of the patient. I've known many trans men with the goal of peeing standing up vs. being able to penetrate. Considering the whole process is 4 stages, some opt for the first and second only.

As far as cut vs. uncut. As far as I know, there is not an option for that. I have seen the results of 4 US surgeons, and they were all cut. My close friend (on stage 3), mentioned that his specific surgeon said it was due to the skin that is used in the graft, and the process of extending the urethrae. I think most of the men probably request cut due to it being more common in the West as well.
