It isn't meant to be a damage dealing weapon because that just isn't how Witcher's roll. That said it is the only attack that works underwater and because no one wants to shoot a swimming Drowner a dozen times, it's power gets jacked up when both you and the enemy is exposed. Honestly their entire underwater combat system is just super underdeveloped.
