It depends on the context. A person feeling terrible because they can't express their sexuality is extremely minor compared to bubonic plague. Likewise a person suffering suicidal depression is far more concerning than a cold. I would say physical health is more important since it not only contains a potential risk of death but can spread to other people easily and scar/damage/cripple/etc a person for life. However humans have become increasingly good at managing the physical health aspects and have even eliminated a few diseases and are massively hampering/close to eliminating a few more. So right now it's more important to focus on mental health since it's gone largely untouched for centuries.

I guess a better way to put it is that mental health is more important so long as the extremes of physical health are managed properly.
