The villains are valuable IPs. That and the fact that Batman is in kids shows a lot, and it worked into his character because you can't kill people on a kid's show.

The "Batman would go crazy" is a copout written in afterward. Realistically he's a smart guy and he would know where to draw the line, but it's also kind of a cool OCD aspect of him that gives him more depth. Plus, if he did kill people, his whole identity would change because he would have to use guns.

The real bad writing here is that Batman's efforts are never acknowledged as improving the city, and they don't keep the villains in long enough. It's always "on to the next day and Joker broke out again", and it feels sad because it seems like Batman did nothing.

The best versions of Batman are when he has no excuse, he's just afraid of killing people. Like Arkham, when Ras was proud of him for ending his life. It only makes sense that the most compassionate people would have a phobia of killing.
