To be fair, if Nioh had changed its atmosphere much, it would've been a misstep. It has to keep that or else it loses its separate identity from other games in the genre. I do think that the tone in Nioh 2 is a good bit brighter than Nioh 1 though, which for me created a slightly more positive atmosphere to the game.
