On the PS4 and Xbox One, it seems so.

I've been playing on the PC myself (a fairly modest one at that), and while it certainly has its flaws (the AI, glitches - mostly minor cosmetic ones for me but not for everyone - and some aspects that perhaps don't match up to the promises made), I definitely wouldn't say it's bad. I see people shitting on basically every aspect of the game, acting like it's Superman 64, but a lot of it is exaggeration and jumping on the bandwagon honestly. Like those saying your choices make zero difference or that there's nothing to do or hardly any interiors.

There are definitely things to appreciate, like the story and dialogue, the world (not so much the NPCs and emergent gameplay, sadly), the graphics, the quests, optional backstory in the form of shards, emails, etc., the Deus Ex style level design (it doesn't quite approach it but it is almost as good as it gets for an open world game of this scale), and aspects of the combat.

It's just a shame it's marred by some pretty big flaws, especially on console, but it's not a total write-off.
