I never understood why some countries lie so badly about their numbers. Like obviously it's to make them look good, but if no one believes them then are they succeeding? If China under-reported by a factor of ten they can still achieve their goal of "looking good" while seeming believable to the general population.
Back in 1976 there was a massive earthquake in Tangshan, China. It was originally said to have been 8.1 but it was downgraded to 7.6 or something like that.
The reason it was downgraded was because, at the time, any earthquake 8.0 or above meant that assistance from other countries was mandatory. It would trigger an automatic response for humanitarian reasons. To prevent outsiders from coming into China, they reduced the magnitude. The entire City was destroyed and the death toll is believed to be only a third of the actual figure.
Could be things like that at play with this
