So this is what I was told when I started out and sort of accepted as gospel, but it looks like my iLvl20 Atk% helm and feather both contribute about the same amount of attack to my main DPS right now. My guess is that the feather still helps more at low levels? I do know that Atk% scales linearly (i.e., 100 base attack and two 50% buffs gives you 200 attack) and that it only applies to your base stats (which is your character's innate attack + weapon attack). --- Nonsense.
