It was intended for those who still had a job to spend it on anything you wanted to keep the economy going. Let's take beds as the example in this case. Since the virus thing happened not many beds were being sold in order to prevent stores from closing down and people getting laid off you were suppose to buy a bed to keep the economy going as normal as possible.
