They're quite difficult and unintuitive to find. You have to have move-find item equipped and stand on the pillars at Nelvaska temple, which requires using Worker 8 or Reis to give your character a boost, and even then you have a brave% chance of just finding the regular Javelin and Escutcheon instead, so if you want both you have to keep resetting until you get lucky enough to find the upgraded versions one after another. --- I'm playing every game from GotD 2020!
