I never finished that one though. but it was Marvel's attempt to redeem Tony and make up for the first Civil War. in Civil War 2, it's about if people should Minority Report criminals or not basically. They find someone who can tell if someone will commit a villainous act and Captain Marvel wants to use that power to go after people and stop them before the act. Tony says that the future is uncertain and always in flux. and that we shouldn't condemn people for things they haven't done yet and still might not even do.
