I come across this a lot. I think it's because you left the menu with it scrolled down all the way, and then you try to re-access it and it doesn't auto-scroll it back up to the top. I've noticed a lot of really poor design choices in the game like that. For instance, trying to navigate the nightmare that is the map. Why would I ever want my cursor on the absolute border of the map ever? And yet it's stuck there for all eternity and there's nothing I can do about it. Or if I want to travel somewhere close to an objective, and hitting the button auto-focuses the objective, which means I won't fast-travel. Why do you think I'm trying to click on that, you dumbass game?!
