He didn't like spending. Yep. People forget this. He and Tip O'Neil argued quite a bit on this sort of thing. Specifically with regards to universal healthcare. O'Neil wanted to go forward with it but Carter wouldn't play ball --- Not removing this until Mega Man 64 is released on the Wii Virtual Console.
