They were never really going to, and anyone who thought they were is either incredibly naive or kind of an idiot.

Until a successful vaccine exists to curtail it it was going to keep spreading no matter what anyone did, mostly because it's a new virus that humans completely lacked any resistance to.

The most we were ever really going to be able to do is flatten the curve and buy time until effective treatments and vaccines could be created, and keep hospitals from being overwhelmed by a massive influx of cases all at once. And cross our fingers and hope REALLY hard that it doesn't mutate into something worse before we can pin it down.
I'd add to this that counting on a vaccine to be even effective as a flu shot in general in the near future is kinda wishful thinking. This is looking like something that is simply endemic at this point and we're just gonna have to learn to live with it. There's never been an effective vaccine for a coronavirus. The closest we have is the seasonal flu and its pretty hard to even quantify how effective that is from year to year
