Without writing the whole process here (even tho its laughably easy if true) it would have you invalidating mail-in votes by having them request a 2nd ballot which invalidates the initial ballot. You could change a vote by messing with the new ballot but that may be more risky than just invalidating a ton of peoples ballots. Lots of people on 4chan saying it's been debunked.
