It's not so much torture as what they tried using because they couldn't use torture. And it's worth remembering that, under GWB, Obama, and others, the US upheld its "we don't torture" policy by handing suspects over to governments which did the torturing for us.

Refusing to punish those who pushed for and did this, even while acknowledging it as torture, is one of Obama's big failings.

It's going to keep happening as long as they get treated with kid gloves.

Considering that the Obama administration engaged in those same kinds of tactics, Obama would have been arresting himself and his cronies. Don't forget that the UN's "torture chief" filed allegations on Obama administration's "cruel and degrading" treatment of a political prisoner who ratted out the US's illegal slaughtering of civilians. Obama himself 100% stood by the individuals involved in it, some of whom later resigned in disgrace.

Of course, "forgetting" would imply you paid any attention to politics before Trump was in office.
