It means two people will not, for example, have the third key slot. The key slot if based on the order you enter the game. So Host will always have the top left key slot. The player who joined next will have the key slot under the host. The next player has the next slot. If you really wanted to, you can easily meta game the key task by calling a meeting after watching everyone do keys and ask which slot they did as long as you know the order people entered the lobby.
