i've heard, several times and even on the news, that the majority of mail in ballots are considered bulk mail. USPS in the past has always treated them as first class mail regardless, but this year they've changed that policy. and bulk mail doesn't get treated well.

you're probably fine without the stamp if its got one of those inked on 'first class' markings. but it never hurts to add more postage to an envelope.
