You put in a lot more time and effort on starting the series but once it's serialized you have to pump out chapters usually each week AND you have to adjust the story as time goes on so you have basically a week minus the time it takes to draw the whole manga chapter to actually think about your story and even if you have plans your editor might tell you that actually it's doing too well to move towards the ending and you need to drag it out for another 100+ chapters.

Monthly manga have less of this problem and other forms of source material are mostly immune to this problem.
weekly manga begins on a weekly basis though
but i agree they should input breaks so the mange would come out better and same with anime, this is why one piece has a pacing problem currently, they refuse to go on a break until the manga opens a decent gap
Also if something is really succesful the editors push the manga creators to milk the plot which also isn't good but from what i heard they are doing it less nowdays
