I've found that if you pick them up and then put them down somewhere waaaay out of the way sometimes they fall asleep and don't follow you through the level. I don't know the exact mechanics behind it, but it's the only way I was able to get it done. Also helps to know that the big fish at the bottom of 4-2 (chinese water level version) always drops a helper, and you can generally whip it to death in safe spot at the bottom right.
