If my point is that "it's really Obama who put all the kids in cages" then yeah it's a little misleading because obviously Trump policy plays a large part. But if my point is that what Trump is doing now is enabled by past admins, both Bush and Obama, then I don't think it's very misleading. Immigration is, like you say, an issue where both sides of the aisle have fucked up for a long time.
