So essentially a movie can be nominated for BP if they have, for example, someone from a minority group in marketing and someone from a minority group doing makeup. Basically if you don't fit the criteria for any of these groups then you're essentially only hiring white men throughout the chain of these huge productions.

OP specifies actors, not make-up and marketing.
