Starting out is really more of an investment of time than money. Most people who use their pc to play games regularly have a lot of the hardware already. The main thing is to take the time to configure everything so your stream is a reasonable quality.

Yup. I use a cosair headset, elgato hd60S capture card, logitech c920 webcam, and I stream nintendo switch games from Streamlabs from a 2/3 year old gaming laptop. Of course if you have a PS4 or Xbone you can stream straight from those, I know a few streamers who just use a PS4, webcam and headset.
