This same thing happened to the chemical plant my dad used to work at. It was so sketchy. He saw the inspector come in, then the boss came in with a brief case, handed it to the inspector, and the inspector left without doing his job. A year or so later the company sold the plant, and then a few months later it exploded from some chemical build up that wasn't cleaned out of one of the tanks. Fortunately no one was hurt because whoever they sold it to hadn't started using it yet but people felt it for miles supposedly.
