2kki has several endings afaik (so it can be finished) and a big thing to do in the game is encounter all the moments/areas that give you wallpaper. The game does have a few dead ends here and there with construction signs signifying they intend to keep putting in stuff, and the game still received pretty frequent updates.

I've heard .flow has endings too so I think it's finished?
