let's say I dress up as a cop including the service weapon, cop costume, and sirens on my car. i pull someone over, put them in cuffs, and then steal their car and drive off. is that violent?

Because a routine arrest isn't supposed to result in a firearm being used. Citizens understand that if you break the law, you are placed under arrest and if you comply that nothing should happen. If a stranger approaches you and reveals they have a weapon and tells you to get in their van it's definitely an implied threat that harm will come to you whether you comply or not
