The problem might be that people would get change, and not many people I know actually pay in exact change. And just use bills, but keep collecting change. Some will eventually use it at like drive-thrus (or other stores), or take it to a bank or coin star, but not everyone. It could help with the shortage, but whatever. Though, I know many people also used them at laundromats, though even thats changing. Arcades, too, but those are rare these days. And the famous ones use cards that you put credits on.
