In the state of New York, you cannot legally be evicted if you can't pay your rent right now, so logically, people most likely wouldn't be committing crimes to pay their rent. Just because you can't be evicted now won't stop you from being evicted when that wears off, because we aren't rent freezing. Also states aren't preventing landlords from filing and starting the eviction process, just prevent court cases for evictions from being seen.
