Hm. Interesting thought. Rather than limit it per person you could limit the post count overall. Each day maxes out at a single topic. New topic for each day. If the topic fills up before deadline or hammer, only votes are allowed after that, no discussion. Something like that. Would add a ripple to the meta of players being scummy by literally filling up the topic with fluff.
