He's a good Disney villain and pretty prominent in Kingdom Hearts, but I don't think he's going to be stronger than even Jasmine so Mid Fodder might be his ceiling. Ancient Minister - Low Fodder. I don't think people are really going to go out and vote for this guy and Brawl gets weaker and weaker every year. Michael Wilson - LAW. Metal Wolf Chaos didn't even come out in the US until a year or two ago, which is way too late to matter. Though Michael is fun, he's just too obscure, and even worse is that the type of game he's in doesn't click with the site. I don't think Flint would be LAW Fodder - he's pretty much universally beloved by fans of the game and he has some notoriety in the greater Nintendo fanbase - but obviously he's not getting much above Low Fodder. Mother 3's playrate is probably pretty good for a game that never got a Western release because it has a highly acclaimed, Itoi-approved fan translation.
