People were getting in fistfights over toilet paper across the country, there were two hour lines to get into Costco, people were losing their minds and desperate to get any kind of "emergency" supplies. Saying "and you all need to wear masks every time you leave the house!" would have thrown fuel on the fire and ensured no doctors and nurses would have been able to find any for a month.
