They do have one sorta practical purpose if you care about the sort of thing, in that every 10th steam level you get to enables you to add another showcase to your profile.
You get xp for every new game you get, even if it doesn't update the milestone for the badge. The more games you have, the less xp per game you get though.

You also get more friends list slots (although I doubt anyone except friend collectors even manage to fill the base slots). And you get higher chance of getting random card boosters for games you're eligible for every 10 levels.

Edit: also, years of service badge gives you 50xp for each year. The community task badge gives you up to 500xp. And events usually have free badges that give you 50 to 500xp.
